Peking be rejected both by the other Powers and
by the Cantonese it will be necessary to review
the position in the light of the very large
issues involved. In the meantime however it
must be appreciated that any policy based on the
either assertion of treaty rights by force of arms with
or without the co-operation of other Powers is
entirely impracticable,

away from the Washington Treaty it must be
recognised that it exists and the political facts
of the situation have to be faced, You may rest
assured that His Majesty's Government are deeply
disturbed by and are giving the closest attention
to the grave and far-reaching issues that have
arisen and will lose no opportunity of reconciling
so far as may be possible the immediate interests
of Hongkong with the policy which surveying the
situation as a whole they are convinced is the only
one at present practicable Repeat to Peking.
